How would I make a scatterplot for this data?

Just get a piece of graph paper and create a graph by making one axis (the X axis) the exam 1 scores, the other axis (the Y axis) the exam 2 scores. Then plot 8 points on the graph, one for eeach person, where the position on the graph as (x,y) is (exam 1 score, exam 2 score). You might want to trim the axees so the exam 1 axis runs from 50 to 100 and the exam 2 axis runs from 40 to 100 or you could just do both axes as running from 0 to 100.
