WinXP IP Security Policy: How do you block all in/out traffic on port 80 excluding IP addresses?

IP Security Policy on windows XP: I need to know the command line command to block all inbound and outbound traffic on port 80 but allow inbound and outbound traffic on port 80 on 3 specific IP addresses.
