How come Barbara in GTA SA shoot at me?

I think it's a cheat 'cause my cousin was playing it a week ago and from that point it's like this: the pedestrians are aggressive drivers drive like stupid and it's crazy. The problem is I don't know what cheat that is!!!!!! I am fat and have all those things she wants so help!!
