Is this correct Air Traffic procedure?

There are so many ATC phraseology and terms, and as a young private pilot with limited experience, you are always bound to hear something new and unfamiliar. I would guess that this refers to lining up with a runway, but the reference sounds a bit off (05I). See the sources below to help gain an insight.
