How to allow a Halo CE server though a firewall in Windows 7?

I dont understand how to allow the dedicated server through my firewall. Is it Inbout or Outbaund rules? I know the Ports are 2303, 2302, and 80. I made a differant port for each, and they are inbound. What am I doing wrong?
